LPG Distributors Move Nagpur Bench Against Mandatory OTP Rule for Cylinder Delivery


The LPG Distributors Association (India) has filed a petition before the Nagpur Bench of the Bombay High Court, challenging the mandatory Delivery Authentication Code (DAC/OTP) requirement for domestic LPG cylinder delivery. The petition was heard by a bench of Justice Anil Kilore and Justice Raj Wakode.

According to the petition, DAC was not earlier mandatory for cylinder delivery. However, citing the West Asian conflict and complaints of black-marketing, oil companies progressively tightened the requirement — first to 50 per cent of deliveries, then to 95 per cent, and finally made it 100 per cent mandatory through a WhatsApp message dated April 4, 2026.

The association contended that network failures, technical glitches, and software errors frequently prevent OTP generation, halting deliveries and triggering disputes between customers and distributors. During a “blackout” period from March 8 to 17, discrepancies between physical and digital stock records disrupted booking and delivery operations.

The association had earlier withdrawn a similar petition and submitted a representation on April 17, 2026, detailing implementation difficulties, but received no relief. The court treated the fresh petition as a representation and directed the Central Government to take a decision within three weeks, disposing of the petition. Advocate Shyam Ahirkar appeared for the petitioners and Advocate Akshay Naik for the Central Government.
