Cabinet clears lease extension for Nagpur Airport PPP development
In a significant boost to India’s regional aviation infrastructure, the Union Cabinet chaired by Narendra Modi has approved the extension of the lease period for land owned by Airports Authority of India (AAI) and leased to MIHAN India Limited (MIL) beyond August 6, 2039.
The decision enables MIL to sub-license Dr. Babasaheb Ambedkar International Airport to concessionaire GMR Nagpur International Airport Limited (GNIAL) for a period of 30 years from the Commercial Operation Date (COD), aligning the lease tenure with the concession agreement.
Boost to MIHAN Project and Regional Connectivity
The move is being seen as a key milestone in the development of the Multi-modal International Cargo Hub and Airport at Nagpur (MIHAN), a flagship infrastructure project aimed at positioning Nagpur as a major aviation and logistics hub in Central India. The extension resolves long-standing lease constraints and unlocks the next phase of private sector-led airport development.
Background: From JV Formation to PPP Transition
MIL, a joint venture between AAI and Maharashtra Airport Development Company (MADC) with a 49:51 equity split, was established in 2009 to manage the airport. While airport assets were transferred to MIL the same year, delays in land demarcation postponed the formalisation of the lease agreement, which was later executed up to August 2039.
In 2016, MIL initiated a global tender to privatise airport operations under the Public-Private Partnership (PPP) model. GMR Airports Limited (GAL) emerged as the highest bidder, initially quoting a 5.76% revenue share, later revised to 14.49% of gross revenue.
However, the bidding process was annulled by MIL in March 2020, triggering a legal dispute. GAL successfully challenged the decision before the Bombay High Court, and subsequently, the Supreme Court of India upheld the ruling in favour of GAL in September 2024. Following the verdict, MIL signed the concession agreement with GNIAL on October 8, 2024.
New Phase of Airport Development
With the lease extension now co-terminus with the 30-year concession period, GNIAL is set to take over airport operations, marking the beginning of a new development phase. The project is expected to combine private sector efficiency with regulatory oversight, unlocking investments in infrastructure, technology, and service delivery.
The redevelopment plan envisions transforming Nagpur Airport into a world-class aviation hub with a phased capacity expansion to handle up to 30 million passengers annually. The initiative is also expected to significantly enhance cargo handling capabilities, strengthening Nagpur’s position as a logistics gateway for Central India.
Implications for Travel Trade
For the travel and tourism industry, the development is expected to improve regional air connectivity, stimulate inbound and domestic traffic, and create new opportunities for airlines, tour operators, and cargo stakeholders. Enhanced infrastructure at Nagpur could also support the growth of secondary and tertiary routes, aligning with the government’s broader aviation expansion strategy.
The Cabinet’s approval reinforces India’s continued push towards PPP-led airport modernisation, positioning Nagpur as a key node in the country’s evolving aviation and logistics ecosystem.
