Things to know before investing in Delhi’s L-Zone


The Delhi Development Authority is the land owning agency, under the direct control of the central government, which is mainly responsible for planning and development in the city. With Delhi being a large economic and employment hub in North India and increasing demand, land acquisition for planned development has become tedious and time-consuming owing to litigations and procedural delays. So, the DDA has now transformed itself as a facilitator instead of a developer. The authority empowers landowners to voluntarily pool their land and steer integrated development. In 2018, the DDA notified the land pooling policy notified by the central government. Under the policy, various regions will be redeveloped, offering affordable housing for people. The policy applies to several urban extension areas of the city, covering 104 villages falling in Zones J, K-I , L, N, P-I and P-II. One of these regions that matured way before its time was L-Zone. In this article, we will discuss the benefits and risks of investing in zone L. 

 

What is L Zone in Delhi?

As per the DDA’s land pooling policy, the L zone falls in the southwest region comprising over 58 villages and prominent localities such as Najafgarh, Dhansa, Luksar and Chawala. The total area of the region is over 22,979 hectares.

Owing to the limited land availability, the L zone has received prime importance. As per the landpooling policy, developers will acquire land parcels for development. Once approvals are in place, the DDA will take 40% of the approved land for developing civic infrastructure. According to the policy, original landowners can participate in the development of land as sub-projects if the developer entity is an individual land owner having land of minimum 2 hectares.

 

DDA L Zone: Current status

The Delhi Land Pooling Policy received approval from the housing ministry in 2019. To facilitate online application for interested land owners, the Delhi Development Authority launched an online portal. The DDA initiated the scrutiny of revenue records of the land being offered under the land pooling policy. 

In a recent notice by the DDA, the authority stated that the application window for participation in the land pooling policy, 2018, will be operational February 28, 2026. The notice also stated that the time period to form Consortium for Sector 3 of L – Zone along with Sectors 10A, 11, 14C, 17A & 18 of N Zone and Sectors 1, 3, 7A, 7B, 7C, 12A and 12C of P-II Zone, was extended further up to February 28, 2026.

According to the policy, landowners can register through an online application process and a minimum of 70% of land of the developable area of a particular sector, free of encumbrances, is required to be pooled to make the sector eligible for development. Landowners will form a consortium and will retain 60% of the pooled land and surrender the remaining 40% to service-providing agencies or the DDA for building infrastructure and public facilities. Landowners can also become a separate developer entity and develop 60% land as sub-projects after taking due approvals.

Benefits of investing in DDA L Zone

Located in south-west Delhi, L-Zone is the largest among Delhi’s 15 zones. It is expected to fulfil a significant part of the housing demand in the region. It is close to IGI Airport and strategically positioned between Dwarka sub-city and Gurgaon’s Dwarka Expressway. “Many builders have acquired land in the upcoming L-Zone and are selling apartments in projects that will be delivered in the future,” says Ashish Anand, director of Gurgaon-based Neo Developers.

The L-Zone will be developed as Smart City and will include solar power stations, rainwater harvesting and CCTV surveillance. Some reports suggest that over 2,000 units have been launched in the region in two years.

The maximum supply is in the Rs 40 lakhs – Rs 80 lakhs segment, followed by units priced below Rs 40 lakhs (affordable housing). Average property prices hover around Rs 7,500 per sq ft.

 

Risks of investing in DDA L Zone

Landowners and developers have only 60% of the total land in the L zone for actual development work, while the remaining 40% will be acquired by the authority for building infrastructure. So, the limited availability of area for development can be seen as a downside. 

Buyers must be aware of the risks of investing in a developing area. While the development plan for the DDA L Zone is in place, buying a property for end use can pose problems due lack of essential infrastructure.

Property frauds are among other risks and buyers should be cautious before purchasing. Some transactions have taken place before the implementation of RERA. So, it is necessary to conduct due diligence before investing.

 

DDA L Zone: Eligibility for landowners

  1. The policy is open to land owners, who own land in the areas notified by the DDA under the policy.
  2. Land parcels of any size can be brought under pooling, if they fall in the areas notified by the DDA.
  3. A land owner who owns less than two hectares of land and is not part of any developer entity will be eligible for built space only. The return of built space to such land owners will be decided at the time of finalisation of the implementation plan.
  4. A sector will be considered eligible for development, only when a minimum 70% of the developable area in the sector will be pooled and the land parcels will be contiguous.

Follow these steps to register yourself on the DDA portal:

  • Visit the DDA land pooling portal ( to register yourself and pool your land.
  • Click on ‘Registration’ from the top menu.

  • You will be prompted to enter more details and information about your land parcel. Once the registration is completed, you can come back to verify the land documents.

 

Tips for investing in L-zone area

  • Ensure the project is registered with RERA and has a registration number.
  • Any individual investor can buy land but one must ensure to do a recce of the area prior to investment.
  • The buyer must read and understand the land pooling policy.
  • A home buyer must know that the land pooling policy has just been notified and is not yet operational.
