Nagpur DPC Orders Suspension of New Flat Registrations

Nagpur: Builders in Nagpur received a major setback on Monday after Guardian Minister Chandrashekhar Bawankule directed authorities to suspend the registration of new flats until inspections of essential infrastructure in residential projects are completed.

The decision was taken during the District Planning Committee (DPC) meeting amid concerns over alleged irregularities in building approvals and the lack of mandatory civic infrastructure in several housing projects.

Bawankule said that many high-rise buildings and apartment complexes had been constructed without providing essential facilities such as sewerage systems, drainage networks, firefighting infrastructure, and other mandatory civic amenities, putting additional pressure on the city’s infrastructure.

Occupancy Certificates Under Investigation

Questioning how Occupancy Certificates (OCs) were issued despite incomplete infrastructure, the minister ordered a detailed inquiry and directed officials to submit a report within seven days.

He also instructed the District Sub-Registrar to halt the registration of all new flats across the district until further orders.

Action Against Encroachments

The Guardian Minister directed authorities to remove encroachments from government land belonging to the Revenue Department, Nagpur Municipal Corporation (NMC), and the Nagpur Improvement Trust (NIT). Assistant Commissioners of the respective areas will be held responsible for implementing the action. Encroachments existing before January 1, 2011, will be dealt with according to applicable government policies.

Nagpur Mayor Neeta Thakre also called for immediate removal of encroachments in the Harpur area.

Legislators Raise Concerns

The issue was strongly raised during the meeting by MLAs Pravin Datke, Dr. Nitin Raut, Vikas Thakre, Abhijit Wanjari, and Standing Committee Chairperson Shivani Dani Wakhare, who questioned how occupancy certificates had been granted despite the absence of mandatory civic infrastructure.

Following the discussion, Bawankule expressed serious displeasure over the lapses and directed officials to fix accountability and ensure strict compliance with building regulations before allowing future registrations.
