Nagpur Mayor Orders Third-Party Audit of Civic Works
Nagpur Mayor Nita Thakre has directed the civic administration to conduct third-party quality audits of at least 10 per cent of development works carried out by contractors across the city. The instructions were issued during a high-level review meeting held at the Nagpur Municipal Corporation headquarters regarding the tender process system and other administrative matters.
The Mayor said complaints had been received regarding the quality of several ongoing civic projects and stressed the need for strict monitoring and transparency. She instructed the administration to appoint reputed national-level institutions such as Indian Institute of Technology Bombay or College of Engineering Pune for independent inspections of selected works. The audit will cover gutter lines, cement roads, paver blocks, drainage construction and other infrastructure projects undertaken by the corporation.
To improve transparency in the tender process, the Mayor also asked officials to operationalise a “work module” system that would help streamline monitoring and execution of civic projects. She further suggested increasing the security deposit amount collected from contractors and making water harvesting mandatory in all civil works projects. Directions were also issued to seek legal opinion regarding EPF-related matters.
During the meeting, officials discussed stricter scrutiny of low-bid tenders and timely completion of civic works. Suggestions were made to impose penalties on contractors for delays and to utilise savings from completed development works for additional projects within the same ward.
Municipal Commissioner Dr. Vipin Itankar informed the meeting that a reputed national-level agency would be appointed for quality inspection of civic works. He also directed the concerned department to establish a dedicated quality testing laboratory for the corporation. The Commissioner further ordered immediate FIRs against contractors accused of submitting bogus certificates to obtain civic contracts and instructed officials to inform the concerned municipal bodies whose documents were allegedly misused.
